EIGHTH IN A SERIES

2004: A YEAR OF INNOVATION AND OPPORTUNITIES

Dear Customers and Shareholders,

It’s 2004, Pennichuck Corporation is entering its 152nd year of continuous operation, and our company is more inspired than any time in our history. We are looking forward enthusiastically to the challenges, opportunities and changes the New Year may bring.

We are optimistic because we have a clear vision of what our company can be, and the values, experience and fortitude to advance in the right direction.

We are optimistic because we have forged a set of strategic goals that will serve as milestones as we continue to be a dynamic participant in the region's economic growth.

And most important, we are optimistic because we have a highly motivated staff whose talents, loyalty and hard work will enable us to realize our vision.

Fueling our optimism is the feedback we have been getting as a result of our ongoing series of public information messages about the ownership and operation of the water works. Through phone calls, emails and written correspondence, we have heard from hundreds of Nashua and other residents who expressed appreciation for our effort to explain the complex issues and highlight the current situation.

One of our strategic goals is to expand the public dialogue we began a few weeks ago. From your feedback, we know that this has proven to be a very effective way to get the facts out in the open, so that more people have a full understanding of the important issues they are facing. From this enlightened dialogue, we look forward to exploring, developing and embracing innovative ways to ensure quality water and reliable service to the residents of Nashua and surrounding towns for the foreseeable future. As circumstances warrant, we will continue our series to keep you apprised. For those who missed some of our earlier public information messages, you can view the complete series at our web site, www.pennichuck.com, or call (603) 882-5191.

Profitable growth of our business is another of our strategic goals. By continuing to expand our water service businesses in a measured way, we can achieve economies of scale that benefit all of our customers and shareholders.

Our third strategic goal in 2004 is operational excellence. Planning for and meeting ever-increasing water quality standards and improving water service are hallmarks of our company’s century-and-a-half history. We intend to proceed with planned capital improvements, including detailed engineering for an upgrade of our main water filtration plant.

As the steward of Nashua’s most important natural resource, Pennichuck’s mission is to provide services that are essential to life, and enhance the standard of living for thousands of people. That’s precisely what we resolve to continue doing for the people we care about – our customers, employees and shareholders.

We wish all of you a healthy and prosperous 2004.
